  14.         It is our mission at Oregon NORML to reform marijuana laws, not break

  16. how to circumvent law enforcement.

  20.         The following file is taken verbatim from Vol. 11 "Best of" High Times
  21. magazine. The file (and their article) is an excerpt from The Pennsylvania
  22. Crime Commission's 1991 Annual Report on Drug use.

  24.         Growing cannabis indoors is becoming more popular. This type of
  25. cultivation has traditionally been more common on the West Coast than in the
  26. East. The followingn is a list of indicators and investigative techniques,
  27. adapted from a list compiled by S/A Charles Stowell, DEA Sacramento, CA, and
  28. Detective Rob Ringsage, Oregon State Police, and other material distributed at
  29. the Domestic Cannabis Eradication/Suppression Program Conference in Nashville,
  30. TN, in February 1991.

  32.                     EQUIPMENT USED IN CANNABIS CULTIVATION

  38. * Ballasts for the above bulbs
  39. * "Sun circles," "Whirligigs" or runners to move lights 
  40. * Chain systems to raise and lower lights
  41. * Metallic or white dome-type lamp shades
  42. * Various brands, lengths and styles of grow lights
  43. * Mylar or white plastic
  44. * Light meters and ampmeters to measure lamp output and ballast amperage
  45. * Auto and manual timers
  46. * Generators of various sizes and outputs
  47. * Alligator clamps and leads to assist in electrical bypass
  48.  
  49. Grow-Room equipment (other than lighting equipment)

  76. * Suspect receives frequent calls from known marijuana growers or distributors
  77. * Suspect's phone tolls reveal contact with outlets that sell equipment
  78.   related to marijauana growing, IE Dansco or Hamilton
  79. * Suspect uses a business front for money laundering
  80. * Suspect buys property and places someone else in it, or "straw purchase"
  81. * Suspect has a lease with an option to buy, or has no credit but makes large
  82.   cash payments
  83. * Suspect buys a ranch or farm, but does not operate it in a norm matter
  84. * Neighbors indicate that the ranch is supporting more people than normal
  85. c1* Suspect has guard dogs, such as rottweilers, pit bulls, Doberman
  86. pinschers,
  87.   or German Shepherds
  88. * Suspect is unfriendly and acts paranoid toward neighbors and others, e.g.
  89.   public utilities, telephone service, or power service
  90. * Suspect has large outbuildings on the property that are kept closed, i.e.
  91.   barns, sheds, excavations, etc.
  92. * Windows that would normally be open are always covered
  93. * Outbuildings have swamp coolers or air conditioners
  94. * Excessive water usage, or water lines or electrical cords running to
  95.   basement or outbuildings
  96. * Unusual number of roof vents, exhaust-fan, ballast noise or windows sweating
  97.   in outbuildings or house
  98. * Meter seals broken or tampered with, or access to meter denied
  99. * Backline feed
  100. c1* Potting soil present around outbuildings and flower beds
  101. * Lava rock or other hydroponic medium scattered around outbuildings
  102. * Suspect uses outside contractors to construct buildings
  103. * Suspect request that underground power lines going into newly constructed
  104.   building be left uncovered
  105. * Property posted for no trespassing, or presence of security gates and alarm
  106.   systems
  107. * Eratic or sudden increase/decrease in power consumption
  108. * Delivery of large amounts of propane, diesel, or wood
  109. * Suspect purchases a power generator
  110. * U-Haul or delivery trucks arriving late at night
  111. * Suspect tells conflicting stories aobut how he earns his money, claiming it
  112.   is from inheritance, lottery, etc
  113. * Suspect frequently observed using pay phone
  114. * Suspect has a portable or car phone
  115. * Suspect has a beeper
  116. * Suspect goes on unexplained trips
  117. * Suspect deals in cash, and request receipts made out to "cash"
  118. * Suspect avoids leaving paper trail
  119. * Suspect buys a large amount of Baggies, Seal-a-Meal, or other packing
  120.   materials
  121. * Increased activity at the suspects location every 45-90 days
  122. * Suspect purchases a large quantity of 3 and 5 gallon buckets or PVC pipe,
  123.   fans, vents, pumps, mylar, etc
  124. * Companies delivering potting soil and fertilizers to any location other than
  125.   site where soil is to be used
  126. * Suspect owns only a few items of furniture
  127. * Suspect indicates taht he is self-employed on rental applications
  128. * Suspect rents or leases property, such as a single-family home with attached
  129.   garage, or a single-family ranch/home with attached garage, or outbuildings
  130. * Houses rented under an assumed name
  131. * Boxes, bags, or suitcases often carried in or out of residence
  132. * Suspect may leave a PO box or paper telephone number as contact point
  133. * Presence of packaging material from 400 to 1000 watt metal halide or high
  134.   pressure sodium bulbs
  135.  
  136.                       POSSIBLE INVESTIGATIVE TECHNIQUES

  139. * Obtain phone tolls of businesses that sell marijuana-growing equip.
  140. * Obtain suspect's power bills for the last 6 months to a year
  141. * Obtain suspect's water bills for the last 6 months to a year
  142. * Surveil outlets that sell marijuana growing equipment
  143. * Educate utilty companies and establish contact person within the company
  144. * Check with companies that sell sea-freight containers, semitrailers, vans,
  145.   55 gallon poly drums or 3 and 5 gallon plastic buckets
  146. * Check with companies that sell generators, propane, diesel, or wood
  147. * Check with hardware stores for large purchase of fans, dehumidifier pruning
  148.   shears, etc.
  149. * Check with nurseries for sales of potting soil and fertilizers
  150. * Consider thermal imager or FLIR surveillance to confirm the presence of
  151.   "grow lights" and active vents
